Regulations of the Russian National Exhibition Rating

1. Rating Goal

To create a transparent, competitive and civilized exhibition market in the Russian Federation by providing its participants with objective and reliable information on exhibitions statistics.

2. Rating Objectives

2.1. To provide exhibition organizers with a tool for marketing strategies of their development and more accurate positioning on the exhibition market based on an independent comparative evaluation of their activities.
2. 2. To provide exhibitors and visitors from domestic industries and foreign business associations with a transparent and effective tool for selection among targeted exhibitions.
2. 3. To encourage exhibition organizers to conduct regular independent audits of exhibition statistics of their events, that allows wide dissemination of accurate information about quantitative and qualitative properties of exhibitions.
2.4. To stimulate exhibition organizers to improve the quality of their exhibition services.

3. Rating Principles and Methods

3.1. The rating is based on statistical data, tested and verified during the audit of exhibition statistics (hereinafter - the audit) , carried out according to the rules and under the control of the Global Association of the Exhibition Industry (UFI), the Committee for Exhibition Activities and Support to Producers and Exporters under the Russian Chamber of Commerce and Industry, the Russian Union of Exhibitions and Fairs (RUEF) .
3.2. The rating is compiled at the beginning of each calendar year. It includes all exhibitions audited in the past year and/or the year before, i.e. the last two years.
3.3. In case of major changes in economic conditions affecting the basic indicators for each exhibition, the two-year period specified in paragraph 3.2. hereof may be changed. This period change is to be confirmed by joint resolution of the Committee for Exhibition Activities and Support to Producers and Exporters under the Russian Chamber of Commerce and Industry and the General Meeting of RUEF.
3.4. The rating includes exhibitions held in Russia by both domestic and foreign companies.
3.5. The rating includes specialized exhibitions
3.6. If during the past two years an exhibition passed an exhibition statistics audit more than once, the results of the last audit will be included in the rating.
3.7. Depending on the subject, each exhibition is included in a certain section of the rating in accordance with the subject classifier (Appendix 2).
3.8. The exhibition subject is defined based on the exhibition title, names of its sections, information from its catalog and about its participants.
3.9. The ranking of exhibitions is made separately for each subject in each of the following parameters:

3.9.1 . Number of Unique Specialist Visitors

The definition of the parameter agrees with the current rules of the exhibition statistics audit

3.9.2. Net Space

The definition of the parameter agrees with the current rules of the exhibition statistics audit.

3.9.3. Number of Exhibitors

The definition of the parameter agrees with the current rules of the exhibition statistics audit.

3.9.4. Number of Participating Countries, Number of Foreign Exhibitors

The definition of the parameter agrees with the current rules of the exhibition statistics audit.
The final value of parameter 3.9.4 is defined as follows:
The number of countries participating in each trade show is multiplied by a factor of 2 , and then added to the number of foreign exhibitors.
3.10. The rating contains two divisions:
- Russian National Exhibition Rating,
based on exhibitions held throughout Russia .
- Russian Regional Exhibition Rating,
based on exhibitions held in Russia, except for Moscow and the Moscow region.
The rating of exhibitions within Russian Federal Districts is the subsection of the Russian Regional Exhibition Rating.
3.11. To inform visitors and exhibitors in more detail, each subject section of the rating includes a list of exhibitions which hold no place in the rating, as during the past two years the statistics of these exhibitions were not confirmed by an international exhibition audit. The criteria for including an exhibition in the list are the following:
- presence of an UFI logo at the time of the rating publication;
- presence of a RUEF logo at the time of the rating publication;
- presence of RF CCI support at the time of the rating publication;
- passing an exhibition statistics audit at any previous period.
The exhibitions specified in paragraph 3.11 of the Regulations are listed in the alphabetical order at the end of each subject section.
3.12. If a recognized industry leader that can affect the balance of the top places in the rating is among the exhibitions, which were not assigned places in the rating (3.11), the rating of exhibitions of that subject section is not carried out. In this case, the section provides only statistical data on audited exhibitions, without assigning them any places.
3.13. The rating draft is first analyzed by a working party of the Committee for Exhibition Activities and Support to Producers and Exporters under RF CCI and the RUEF. It includes representatives of the RUEF, regional Chambers of Commerce and Industry, and business associations.
3.14. The formed project of the Russian National Exhibition Rating is considered at a joint meeting of the Committee for Exhibition Activities and Support to Producers and Exporters under RF CCI and the RUEF presidium.
3.15. The rating compiled for the past two years is published no later than March, 15 of the current year on exporating.ru, official websites of RF CCI, RUEF, auditors’ websites, as well as in the media.

4. Nominations and Titles

Honorary titles based on the rating results are awarded in the following nominations:

"Professional Interest" – this nomination is determined by the rating based on the parameter "Number of Specialist Visitors."

"Exhibition Space" - this nomination is determined by the rating based on the parameter "Net Space."

"Market Coverage" - this nomination is determined by the rating based on the parameter "Number of Exhibitors."

"International Recognition" - this nomination is determined by the rating based on the parameters "Number of Participating Countries" and "Number of Foreign Exhibitors."

All exhibitions participating in the rating are entitled to use the following title in their promotional materials: "Member of Russian Exhibition Rating."
As a result of the rating, its winners are entitled to use the honorary titles specified in sections 4.1. and 4.2 in their promotional materials, with a compulsory indicator marked with an asterisk "*" on the same page of the advertisements, in the same audio or video.

4.1. Russian National Exhibition Rating

The first-place winner is entitled to use the following title:

The largest exhibition in Russia in 2011-2012 in the category "Goods for Children" in the nomination "professional interest*."

All participating exhibitions have passed the independent statistics audit in accordance with the international rules.

The exhibitions which received the second and subsequent places are entitled to use the following titles:

N place in the Russian National Exhibition Rating in 2011-2012 in the category "Goods for Children" in the nomination "professional interest*."

The exhibition which won the first places in all the nominations in its category is entitled to be called as follows:

The best Russian exhibition in 2011-2012 in the category "Goods for Children" in all nominations.

4.2. Russian Regional Exhibition Rating

The first-place winner is entitled to use the following title:

The largest regional exhibition in Russia in 2011-2012 in the category "Goods for Children" in the nomination "professional interest*."

The exhibitions which won first places in each of the Russian Federal Districts are honored as following:

The largest regional exhibition in Russia in 2011-2012 in the category "Goods for Children" in the Northwestern Federal District in the nomination "professional interest*."

The exhibition which won the first places in all the nominations in its category in a certain Federal District of the Russian Federation is entitled to be called as follows:

The best Russian regional exhibition in 2011-2012 in the category "Goods for Children" in all nominations in the Northwestern Federal District.

Appendix 1

The Main Rules for the Exhibition Statistics Audit

Exhibition Statistics Audit is a procedure in which a specialist, who represents the auditing company, verifies and confirms the following characteristics (statistical parameters): exhibition space, the number of exhibitors and visitors, the number and the list of participating countries.

The exhibition statistics audit is carried out directly at the exhibition site. The auditor obtains preliminary data (exposition space, number of participants and their nationality) from the exhibition organizer and checks its credibility at the site of a trade-show. As a result of the audit, the exhibition statistics auditor provides the exhibition organizer with an Audit Certificate, which reflects the parameters of the past exhibition:

1. Rules for space calculation, terms and definitions

a. Exhibition space is the total area used for the exhibition during its entire period, i.e. the space of exhibition halls (indoor exhibition space) plus the space of outdoor exhibition grounds (outdoor exhibition space).
b. The exhibition space is classified as net space and gross space, measured in square meters (sq.m.).
c. Net exhibition space (indoor/outdoor) is the area rented by the exhibitor directly from the organizer under a contract on any terms (for a fee or for free) for the whole exhibition/trade fair period.
d. Gross exhibition space is the area of the entire exhibition site, including the space which is not used directly for the exhibition (i.e. the space of the passages between the stands, service space, offices, administrative rooms, as well as the space used for conferences, seminars, congresses, festivals, and other related events) .
e. Net exhibition space also includes special expositions area designated by the organizer such as information boards, display podiums, stands, halls for special events (such as shows, competitions, tastings, etc. conducted at the venue and on its subject).
f. Total net exhibition space is the total amount of exhibition space rented by exhibitors combined with special exposition space.
The rented stands space is divided into “national” and “foreign” according to the classification of its exhibitors.

The auditor determines the net exhibition space by measuring each booth with a laser measuring tape or by visual approximation by calculating standard booth panels.

2. Rules for exhibitors’ calculation, terms and definitions

a. Exhibitor is a legal entity or an individual entrepreneur who displays goods and/or services on the exhibition subject, engaging their own or hired staff.
b. Exhibitors are divided into two categories, "national" and "foreign.” The term "national" means representing the country where the exhibition takes place.

The auditor determines the number of exhibitors according to their actual presence at the exhibition stand.

The list of participating countries is calculated judging by the exhibitors present at the exhibition, and each country is counted only once, including the country represented by the exhibition organizer.

3. Rules for visitors’ calculation, terms and definitions

a. Visitor is a person who visits the exhibition during its official operating hours and days in order to examine the displayed exhibits and/or participate in the exhibition program.
b. Visitors are divided into specialists and non-specialists. A specialist visitor is a person representing the market and visiting the exhibition for business or professional reasons.
c. The exhibitors of accompanying events such as conferences, seminars, congresses and festivals which take place at the exhibition and are on its subject, are considered specialist visitors and are included in the total number of visitors, if they visited the exhibition itself.
d. Visitors are divided into two categories: "national" and "foreign", whereas the term "national" means representing the country of the exhibition organizer.

The visitor is counted only once regardless of the number of his/her visits. The number of visitors at the exhibition is determined by the following methods:

- Mandatory electronic registration (maximum accuracy of calculation);
In this case, the auditor requests from the organizer the complete database of registered visitors to determine visitors’ total number, as well as a sampling number of visitors’ contact records for a follow-up check of the database credibility by phoning the registered visitors. The number of calls is regulated by the international standards (see paragraph 4 of the Rules).

- Mandatory non-electronic registration by filling out questionnaires (high accuracy of calculation);
The auditor in the presence of the organizer counts questionnaires and registers their numbers daily. Then s/he makes random checks of the database by phoning registered visitors. The number of calls is regulated by the international standards (see paragraph 4 of the Rules).

- Visual counting of visitors (sufficient accuracy of calculation);
The auditor counts visitors by observation according to the following method: at all public entrances to the exhibition, visitors’ entrances are counted every 15 minutes of every hour during the exhibition period. Further, based on the results of visitors’ surveys, these numbers are translated into the number of visits and number of visitors. The number of surveyed respondents is defined by the international standards (see paragraph 4 of the Rules).

- Official data on the tickets sold to the exhibition (sufficient accuracy of calculation);
The auditor daily during the exhibition hours requests data on the sold tickets from the exhibition organizer. After the exhibition, he asks for a written notice on the quantity of tickets sold, which must have a stamp and an authorized person’s signature. Only either a ticket agent or a venue owner can be the authorized person. Any information provided by the exhibition organizer is not taken into account.
The number of specialist visitors and their national identity is determined by a sample survey of the exhibition visitors. The number of respondents is defined by international standards (see paragraph 4 of the Rules).
